Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

Stanford Center on China’s Economy and Institutions is pleased to present a special conversation featuring Deputy Assistant Secretary of State Mark Lambert, who oversees the Office of China Policy Coordination at the US State Department. Lambert will be speaking on US-China Relations in an Era of Strategic Competition. This event is in-person only and will be off the record.

Mark Lambert’s presentation begins at 4:30 pm on Friday, February 16th, followed by a Q&A moderated by Scott Kennedy, CSIS Trustee Chair in Chinese Business and Economics. You are invited to a welcome reception at 4:00 pm.

About the Speaker
 

Mark Lambert headshot

Mark Lambert is State Department China Coordinator and Deputy Assistant Secretary in the Bureau of East Asia and Pacific Affairs. He oversees the Office of China Coordination and the Office of Taiwan Coordination. Mark has extensive experience in China, cross-Strait, and Asia Pacific affairs. He most recently served as Deputy Assistant Secretary with responsibility for Japan, Korea, Mongolia, Australia, New Zealand, and the Pacific Islands.  Earlier he established the International Organizations Bureau’s office aimed at protecting UN integrity from authoritarianism. As Special Envoy for North Korean Affairs, he participated in negotiations with the DPRK and devised and implemented a global pressure campaign to enforce UN Security Council Resolutions. As Director of the Office of Korean Affairs he helped shape the response to ballistic missile launches and nuclear tests conducted by North Korea. While Political Counselor in Hanoi he helped to devise a South China Sea maritime strategy and led a team that won recognition for dramatically improving U.S. relations with Vietnam. He served twice in Beijing, most recently managing U.S. political military affairs with China. Previously, he was named the State Department’s human rights officer of the year for devising a strategy to release Chinese political prisoners and promote religious freedom. He has served as Political Military officer in Bangkok and Tokyo and as a science and technology officer on the State Department’s Japan Desk. He was a weapons inspector in Iraq. His first tour was in Bogota, Colombia, during the era of Pablo Escobar. He received a Meritorious Presidential Rank Award for helping to design and implement a plan to elect the leader of the World Intellectual Property Organization. He has been awarded for efforts bringing the United States and Vietnam closer together, for his voluntary efforts responding to the 2011 Fukushima Daiichi nuclear disaster, for helping to shape the U.S. response to the 2004 Indian Ocean Tsunami, and for his work helping to resolve the 2001 EP-3 crisis involving a U.S. naval aircraft forced down on China’s Hainan Island. He has studied Mandarin Chinese, Japanese, Thai, Vietnamese, and Spanish. He is married to Laura Stone, a senior State Department official. They have two daughters.

Scott Kennedy is senior adviser and Trustee Chair in Chinese Business and Economics at the Center for Strategic and International Studies (CSIS). A leading authority on Chinese economic policy, Kennedy has been traveling to China for over 30 years. His specific areas of expertise include industrial policy, technology innovation, business lobbying, U.S.-China commercial relations, and global governance. From 2000 to 2014, Kennedy was a professor at Indiana University (IU), where he established the Research Center for Chinese Politics & Business and was the founding academic director of IU’s China Office. Kennedy received his PhD in political science from George Washington University, his MA in China studies from the Johns Hopkins School of Advanced International Studies, and his BA from the University of Virginia.

Stanford Center on China’s Economy and Institutions and China’s Global Sharp Power Project at the Hoover Institution are pleased to present a special lecture featuring Professor Minxin Pei who will be speaking on How Does China Spy on Its People? and his newly released book, The Sentinel State: Surveillance and the Survival of Dictatorship in China. This is an in-person event.

Contrary to the widespread perception that advanced technology enables the Chinese state to maintain full-spectrum surveillance of its people, evidence collected from local yearbooks shows that the backbone of China's surveillance state consists of close bureaucratic coordination among security agencies, an extensive network of informants and labor-intensive surveillance tactics.   This system is made possible and run effectively by the party's Leninist organizational structure.  The hi-tech surveillance apparatus, which China began to construct in the late 1990s and did not become fully operational until probably around 2010, has given the ruling Communist Party a complementary, but not substitutive, tool.  The Chinese regime’s surveillance capabilities, unrivaled by other autocracies in history, may be one explanation why rapid economic development has not led to democratization.  Growth since the early 1990s has produced abundant resources for the regime to expand its labor-intensive network of surveillance, refine surveillance tactics, and adopt new technologies.  Its powerful surveillance state prevents the emergence of opposition despite the rapid growth of the middle class and other elements that can potentially threaten the party's hold on power.  Economic development alone is unlikely to promote democracy because an autocratic regime can take advantage of the growing resources to strengthen its capacity for preventive repression.  Economic failure, not success, is far more likely to trigger regime transition.

Minxin Pei is Tom and Margot Pritzker ’72 Professor of Government and George R. Roberts Fellow at Claremont McKenna College. His areas of expertise include China, comparative politics, the Pacific Rim, U.S./Asia relations, and U.S./China relations. Pei has been a Robert McNamara Fellow at the World Bank (1994-1995), Edward Teller National Fellow at the Hoover Institution of Stanford University (1994-1995), and Olin Faculty Fellow at The Olin Foundation (1997-1998). Pei has written three books including “China’s Crony Capitalism: The Dynamics of Regime Decay” (Harvard University Press, 2016), “China’s Trapped Transition: The Limits of Developmental Autocracy'' (Harvard University Press, 2006), and “From Reform to Revolution: The Demise of Communism in China and the Soviet Union” (Harvard University Press, 1994). Pei earned a B.A. from Shanghai International Studies University and an M.A. and Ph.D. from Harvard University.

How do state-controlled broadcasters reach foreign publics to engage in public diplomacy in the era of social media? Previous research suggests that features unique to social media, such as the ability to engage in two-way communication with audiences, provide state-controlled broadcasters new opportunities for online public diplomacy. In this paper, we examine what strategies were used by four Chinese state-controlled media outlets on Twitter to reach foreign publics as the Chinese Communist Party worked to expand its public diplomacy and international media outreach efforts. We find that all outlets increased the volume and diversity of content while none engaged in interactive, two-way communication with audiences, and none appeared to artificially inflate their follower count. One outlet, China Global Television Network, made outsized gains in followership, and it differs from the other Chinese outlets in that it was rebranded, it disseminated a relatively lower share of government-mandated narratives pertaining to China, and the tone of its reporting was more negative. These results show that during a period when Chinese state-controlled broadcasters gained followers on Twitter, outlets made limited use of features unique to social media and instead primarily used social media as a broadcast channel.

As part of SCCEI’s effort to build bridges between empirical China scholars in academia and China policy experts, SCCEI’s Impact Team attended the 13th Annual China Business Conference held in Washington, D.C. from May 9-10, 2023. Co-hosted by the U.S. Chamber of Commerce and the American Chamber of Commerce in Beijing, the conference has evolved into a critical platform for U.S. government officials, corporate leaders, and policy experts to explore and debate the dynamics of U.S.-China relations.

The conference convened an impressive mix of attendees, including senior officials from the Departments of State and Commerce, the Office of the U.S. Trade Representative, Senators and Representatives central to shaping China policy in Congress, executives from multinational companies, and influential members of the beltway China-watching community. Dozens of panelists drawn from these ranks discussed a wide spectrum of issues facing the troubled U.S.-China relationship.

Several panelists expressed pessimism regarding China’s macro-economic outlook.  There was skepticism regarding the depth and durability of China's economic recovery in the post-Zero Covid era. Experts voiced concerns over the robustness of the recovery, casting doubt on whether it can be sustained over the long term. Furthermore, the debates pointed to an increasing consensus on the likelihood of a structural slowdown in China's growth.

Concerns were raised about the worsening climate for policy debate within China. There was reference to an uptick in reactionary policies and emerging "policy schizophrenia" from Beijing, leading to a less predictable policy environment. Panelists noted the mounting pressure for businesses operating in China to align with Beijing's political priorities, which may complicate the operating environment for foreign enterprises. There was a consensus that China's leadership is showing an increased willingness to take risks.

In the discussions centered on U.S. business in China, numerous challenges were highlighted. Regulatory uncertainties, the declining role of businesses in stabilizing U.S.-China relations, and mixed sentiments about the cost-benefit analysis of operating in China took center stage. Despite these hurdles, panelists emphasized the critical role of personal contacts and talent acquisition in navigating this complex landscape. They highlighted the need for U.S. companies to remain engaged in China, stressing the opportunities to learn from innovative Chinese companies, and the importance of success in the Chinese market for global competitiveness in certain sectors. Scenario planning around supply chain risks, market dependency risks, and U.S.-China regulatory uncertainties were advised.

Discussions on geopolitical risk also extended to the sensitive issue of Taiwan. There was a consensus among panelists about the imperative for the U.S. to avoid armed conflict with China and to establish guardrails around this increasingly contentious relationship. A defense department official reiterated US administration’s assessment that military conflict over Taiwan was not imminent or inevitable. In addition, some panelists also encouraged the U.S. administration to provide explicit assurances to Beijing that the U.S. does not support Taiwan independence and is willing to accept any outcome on Taiwan that is arrived at peacefully and that aligns with the interests of the people of Taiwan.

Members of Congress in attendance cited the need for "reciprocity" in relations with China and a collective "awakening" across the policy community to the troubling aspects of China's rise. They also explored the potential for including education, skills training, immigration reforms, and energy and military development in future legislation to bolster the U.S.'s competitiveness vis-à-vis China. Panelists deliberated on the possibility of new policy mechanisms, including an impending outbound investment screening regimen and additional tech export controls. Several panelists also cautioned against wholesale decoupling or US actions that would reinforce perceptions in China that relations are irreparable.

The business and policy making communities are both key audiences for the SCCEI Impact products, and the impact team participates in these events to contribute to and learn from debates among these leading stakeholders in the U.S.-China relationship. These conversations and exchanges of ideas facilitate a rich understanding of the dynamics at play, ensuring that the SCCEI's work remains informed, relevant, and impactful in informing discussions about China and the U.S.-China relationship.

We study the effect of a victimization narrative on national identity and public opinion in China experimentally. Previous research has suggested that governments can shape public opinion by guiding citizens’ collective memories of historical events, but few studies have established a clear causal link. By conducting an online survey experiment among 1890 urban Chinese citizens, we examine the causal impact of historical narratives on political attitudes. We find that, compared to control conditions, a narrative focusing on China’s humiliating past in the late Qing significantly reinforces respondents’ attachment to the victim side of the Chinese national identity, raises suspicion of the intention of foreign governments in international disputes, stimulates preference for more hawkish foreign policies, and strengthens support for China’s current political system. These effects are particularly strong among respondents without a college degree.

On February 7, 2023, the Stanford Center on China’s Economy and Institutions (SCCEI) collaborated with the CSIS Trustee Chair in Chinese Business and Economics to host the Big Data China event, “How Private are Chinese Companies?” SCCEI’s co-director, Scott Rozelle, introduced the event while Scott Kennedy, the Trustee Chair Director, hosted. Professors Curtis Milhaupt of Stanford Law School and Lauren Yu-Hsin Lin of the City University of Hong Kong School of Law discussed their research (see two SCCEI China Briefs highlighting their work: China’s Corporate Social Credit System and Its Implications and CCP Influence Over China’s Corporate Governance). Their presentation was followed by a discussion of the implications for U.S.-China relations and U.S. policy with experts Barry Naughton of UC San Diego, Martin Chorzempa of the Peterson Institute for International Economics, and Trustee Chair Senior Fellow Ilaria Mazzocco

Curtis Milhaupt and Lauren Yu-Hsin Lin’s research explored two separate channels of potential CCP influence over China’s corporations: i) a set of initiatives called the “party-building” or dangjian policy that China’s central government launched in 2015 intending to strengthen and formalize the role of the CCP in China’s SOEs; and ii) China’s corporate social credit system (CSCS), a data-driven scoring system to rate the “trustworthiness” of all business entities registered in China. Panelists offered some initial reactions, agreeing that Milhaupt and Lin’s findings suggest that there is indeed separation between the public sector and private sector, as the data show substantial variation in the ability of the party to exercise control of firms across the state-owned and private sectors. Nonetheless, the scope for a truly private sector is becoming increasingly narrower as the lines blur between the two sectors.  

The subsequent discussion included a range of implications for U.S.-China relations and suggestions for policy action. While panelists agreed that Lin and Milhaupt’s findings underscore important distinctions in the party’s role in state-owned and private firms, some suggested that because the lines are increasingly blurry, policymakers should essentially treat the two sectors the same way. However, others suggested that Lin and Milhaupt’s research could be used as a sort of “how-to guide” for policymakers in understanding the varying degrees of party influence in the private sector. Meanwhile, panelists collectively underscored the need for regulations on the U.S. side mandating transparency by China’s corporations in an effort to avoid ad hoc regulation created after problems emerge, as in the case of TikTok.

Repression research examines the causes and consequences of actions or policies that are meant to, or actually do, raise the costs of activism, protest, and/or social movement activity. The rise of digital and social media has brought substantial increases in attention to the repression of digital activists and movements and/or to the use of digital tools in repression, which is spread across many disciplines and areas of study. We organize and review this growing welter of research under the concept of digital repression by expanding a typology that distinguishes actions based on actor type, whether actions are overt or covert, and whether behaviors are shaped by coercion or channeling. This delineation between broadly different forms of digital repression allows researchers to develop expectations about digital repression, better understand what is “new” about digital repression in terms of explanatory factors, and better understand the consequences of digital repression.

Government censorship—internet shutdowns, blockages, firewalls—impose significant barriers to the transnational flow of information despite the connective power of digital technologies. In this paper, we examine whether and how information flows across borders despite government censorship. We develop a semi-automated system that combines deep learning and human annotation to find co-occurring content across different social media platforms and languages. We use this system to detect co-occurring content between Twitter and Sina Weibo as Covid-19 spread globally, and we conduct in-depth investigations of co-occurring content to identify those that constitute an inflow of information from the global information ecosystem into China. We find that approximately one-fourth of content with relevance for China that gains widespread public attention on Twitter makes its way to Weibo. Unsurprisingly, Chinese state-controlled media and commercialized domestic media play a dominant role in facilitating these inflows of information. However, we find that Weibo users without traditional media or government affiliations are also an important mechanism for transmitting information into China. These results imply that while censorship combined with media control provide substantial leeway for the government to set the agenda, social media provides opportunities for non-institutional actors to influence the information environment. Methodologically, the system we develop offers a new approach for the quantitative analysis of cross-platform and cross-lingual communication.
