Purpose – The purpose of this paper is to describe the policy and trends in rural education in China over the past 40 years; and also discuss a number of challenges that are faced by China’s rural school system.

Design/methodology/approach – The authors use secondary data on policies and trends over the past 40 years for preschool, primary/junior high school, and high school.

Findings – The trends over the past 40 years in all areas of rural schooling have been continually upward and strong. While only a low share of rural children attended preschool in the 1980s, by 2014 more than 90 percent of rural children were attending. The biggest achievement in compulsory education is that the rise in the number of primary students that finish grade 6 and matriculate to junior high school. There also was a steep rise of those going to and completing high school. While the successes in upscaling rural education are absolutely unprecedented, there are still challenges.

Research limitations/implications – This is descriptive analysis and there is not causal link established between policies and rural schooling outcomes.

Practical implications – The authors illustrate one of the most rapid rises of rural education in history and match the achievements up with the policy efforts of the government. The authors also explore policy priorities that will be needed in the coming years to raise the quality of schooling.

Originality/value – This is the first paper that documents both the policies and the empirical trends of the success that China has created in building rural education from preschool to high school during the first 40 years of reform (1978-2018). The paper also documents – drawing on the literature and the own research – the achievements and challenges that China still face in the coming years, including issues of gender, urbanization, early childhood education and health and nutrition of students.

Rural residents in China today face at least two key decisions: a) where to live and work; and b) where to send their children to school. In this paper we study the second decision: should a rural parent send their child to a public rural school or have him or her attend a private migrant school in the city. While there is an existing literature on the impact of this decision on student academic performance, one of the main shortcomings of current studies is that the data that are used to analyse this issue are not fully comparable. To fill the gap, we collected data on the educational performance of both migrant students who were born in and come from specific source communities (prefecture) in rural China and students who are in rural public schools in the same source communities. Specifically, the dataset facilitates our effort to measure and identity the academic gap between the students in private migrant schools in Shanghai and Suzhou and those in the public rural schools in Anhui. We also seek to identify different sources of the gap, including selection effects and observable school quality effects. According to the results of the analysis, there is a large gap. Students in public rural schools outperform students in private migrant schools by more than one standard deviation (SD). We found that selection effects only account for a small part of this gap. Both school facility effects and teacher effects explain the achievement gap of the students from the two types of schools, although these effects occur in opposite directions.

Purpose

The purpose of this paper is to describe the trends in residential solid waste collection (RSWC) services in rural China over the past decade and analyze the determinants of these services using nationally representative data.

Design/methodology/approach

The authors draw on panel data from three rounds of village-level surveys of 101 villages. The three surveys were conducted in 2005, 2008, and 2012 in five provinces. The authors used fixed-effected regression approach to analyze the determinants of these services.

Findings

The results show that in the aftermath of increased investment and policy attention at the national level, the proportion of villages providing RSWC services in rural China increased significantly from 1998 to 2011. However, half of all villages in rural China still did not provide RSWC services as of 2011. Based on econometrics analysis, the authors show that villages that are richer, more populous, and villages with more small hamlets are more likely to provide RSWC services.

Originality/value

The analyses are based on primary survey data and the first to quantify trends in waste management services in the beginning of the twentieth century. The authors believe that the results will have significant policy implications for China in its continuing quest for better waste management policy.

Purpose

The purpose of this paper is to measure the turnover (or stability in employment) of village clinicians in rural China over the past decade. The authors also want to provide quantitative evidence on the individual characteristics of the clinicians who provide health care to villagers in rural China and whether we should expect these individuals to be interested in continuing to supply quality health care in China’s villages in the coming years.

Design/methodology/approach

This paper uses data from a survey of rural China’s village clinicians conducted in five provinces, 25 counties, and 101 villages in 2005 and 2012. This paper also uses qualitative data from interviews with 31 village clinicians. Using a mixed methods approach, this study describes the turnover of village clinicians and the main factors that impact the career decisions of clinicians.

Findings
Turnover of China’s village doctors, while not trivial (about 25 percent of village doctors exited their field between 2005 and 2012), is still not overly high. Only five out of 101 villages did not have village clinicians in 2012. Of those that lost village doctors between 2005 and 2012, nearly all of them still had a village doctor in 2012 (either taken over by another local clinician or the position was taken by a newcomer). The authors find that three main sets of factors are correlated with the career decisions of village clinicians: village clinicians’ opportunity cost, the profitability of running a village clinic, and commitment to the field of medicine. In general, clinicians who left the village faced a much higher opportunity cost, had been running a clinic that was not profitable, and had fewer ties to the field of medicine. Newcomers over the same period had higher levels of education, went to higher profit clinics between 2005 and 2012, and had a stronger commitment to the field.
Originality/value

This study makes use of a data set with a large and nationally representative sample to provide a new perspective to better understand clinician turnover at village clinics, the career decisions of clinicians, and the implied trends for the quality and access to rural health care services in the future.

Abstract: Using three-wave survey data for four villages of Jiangsu Province in China, the present paper examines whether and to what extent off-farm employment affects the technical efficiency of agricultural production. The level of technical efficiency is measured using a stochastic frontier production function approach. Based on estimation results from instrumental variable panel quantile regressions we find that there is a positive significant effect of off-farm employment on the level of farm technical efficiency. We also find that fragmentation of farmland is a barrier to the improvement of technical efficiency. In addition, we find a downward trend in the level of agricultural technical efficiency among our sample. Therefore, the Chinese Government should stimulate agricultural mechanization and the development of farming techniques to improve technical efficiency in the context of increasing off-farm employment.

Accumulation of human capital is indispensable to spur economic growth. If students fail to acquire such skills, not only will they have a hard time finding high-wage employment in the future, but the development of the economies in which they work may also stagnate from a shortage of human capital. The overall goal of this study is try to understand if China is ready in terms of the education of its labor force to progress from middle income to high income country status. To achieve this goal, we seek to understand the share of the labor force that has attained at least some upper secondary schooling (upper secondary attainment) and to benchmark these educational attainment rates against the rates of the labor forces in other countries (e.g., high income/OECD countries; a subset of G20 middle income/BRICS countries). Using the Sixth Population Census data, we are able to show that China’s human capital is shockingly poor. In 2010 only 24% of China’s entire labor force (individuals 25-64 years of age) had ever attended upper secondary school. This rate is less than one-third of the average upper secondary attainment rate in OECD countries. China’s overall upper secondary attainment rate and the attainment rate of its youngest workers (25-34 year old workers) is also the lowest of all the BRICS countries (with the exception of India for which data were not available). Our analysis also demonstrates that the statistics on upper secondary education reported by the Ministry of Education (MoE) are overestimated. In the paper, we document when MoE and Census-based statistics diverge and raise three possible policy-based reasons why officials may have begun to have an incentive to misreport in the mid-2000s.

We estimate the impact of two early commitment of financial aid (ECFA) programs—one at the start and one near the end of junior high school (seventh and ninth grades, respectively)—on the outcomes of poor, rural junior high students in China. Our results demonstrate that neither of the ECFA programs has a substantive effect. We find that the ninth-grade program had at most only a small (and likely negligible) effect on matriculation to high school. The seventh-grade program had no effect on either dropout rates during junior high school or on educa- tional performance as measured by a standardized math test. The seventh-grade program did increase the plans of students to attend high school by 15%. In examining why ECFA was not able to motivate significant behavioral changes for ninth graders, we argue that the competitiveness of the education system successfully screened out poorer performing students and promoted better performing students. Thus by the ninth grade, the remaining students were already committed to going to high school regardless of ECFA support. In regards to the results of the seventh grade program, we show how seventh graders appear to be engaged in wishful thinking (they appear to change plans without reference to whether their plans are realistic).

Empirical evidence suggests that the prevalence of soil-transmitted helminth (STH) infections in remote and poor rural areas is still high among children, the most vulnerable to infection. There is concern that STH infections may detrimentally affect children’s healthy development, including their cognitive ability, nutritional status, and school performance. Medical studies have not yet identified the exact nature of the impact STH infections have on children. The objective of this study is to examine the relationship between STH infections and developmental outcomes among a primary school-aged population in rural China.

Soil-transmitted helminths (STHs) are parasitic intestinal worms that infect more than two out of every five schoolchildren in rural China, an alarmingly high prevalence given the low cost and wide availability of safe and effective deworming treatment. Understanding of local knowledge, attitudes, and practices regarding STHs in rural China has until now, been sparse, although such information is critical for prevention and control initiatives. This study elucidates the structural and sociocultural factors that explain why deworming treatment is rarely sought for schoolchildren in poor villages of rural China with persistently high intestinal worm infection rates. In-depth, qualitative interviews were conducted in six rural villages in Guizhou Province; participants included schoolchildren, children’s parents and grandparents, and village doctors. We found evidence of three predominant reasons for high STH prevalence: lack of awareness and skepticism about STHs, local myths about STHs and deworming treatment, and poor quality of village health care. The findings have significant relevance for the development of an effective deworming program in China as well as improvement of the quality of health care at the village level.

Currently available data on myopia and spectacle wear are drawn largely from China’s richer and middle-income areas, and little is known about refractive error and spectacle wear in the lowest income provinces. Studies from China and elsewhere suggest that large differences in myopia prevalence may exist between areas of different socioeconomic status within countries, but reasons for these differences are not well understood. The current report details the prevalence and predictors of myopia measured using the identical protocols and equipment in adjoining provinces of western China, middle-income Shaanxi and low-income Gansu. Study methods including institutional review board approvals and consent have been described elsewhere.
