FSI researchers consider international development from a variety of angles. They analyze ideas such as how public action and good governance are cornerstones of economic prosperity in Mexico and how investments in high school education will improve China’s economy.

They are looking at novel technological interventions to improve rural livelihoods, like the development implications of solar power-generated crop growing in Northern Benin.

FSI academics also assess which political processes yield better access to public services, particularly in developing countries. With a focus on health care, researchers have studied the political incentives to embrace UNICEF’s child survival efforts and how a well-run anti-alcohol policy in Russia affected mortality rates.

FSI’s work on international development also includes training the next generation of leaders through pre- and post-doctoral fellowships as well as the Draper Hills Summer Fellows Program.

An increasing number of policymakers in developing countries have made the mass expansion of upper-secondary vocational education and training (VET) a top priority. The goal of this study is to examine whether VET fulfills the objectove of building skills and abilities along multiple dimensions and further identify which school-level factors help vocational students build these skills and abilities. To fulfill this goal, we analyzed representative, longitudinal data that we collected on more than 12,000 students from 118 schools in once province of central China. First, descriptive analysis shows approximately 90% of VET students do not make any gains in vocational or general skills. In addition, negative behaviors (misbehavior in the classroom, anti-social behavior, and other risky behaviors) are highly prevalent among VET students. A nontrivial proportion of student internships also fail to meet minimum government requirements for student safety and well-being. Perhaps as a result of these outcomes, more than 60% of students express dissatisfaction with their VET programs, as evidenced by eitehr self-reports or dropping out. Finally, using a multi-level model, we find that school inputs (such as school size, teacher qualifications, and per pupil expenditure) are not correlated with vocational and general skill at the end of the school year, or student dropout in the academic year.

Despite massive investments in teacher professional development (PD) programs in developing countries, there is little evidence on their effectiveness. We present the results of a large-scale, randomized evaluation of a high-profile PD program in China, in which teachers were randomized to receive PD; PD plus follow-up; PD plus evaluation of their command of the PD content; or no PD. Precise estimates indicate that PD and associated interventions failed to improve teacher and student outcomes. A detailed analysis of the causal chain shows teachers find PD content to be overly theoretical, and PD delivery too rote and passive, to be useful.

Hongbin Li, Prashant Loyalka, Scott Rozelle, and Binzhen Wu recently published a piece in the Journal of Economic Perspectives particularly worth flagging. It touches on one of the hotter social debates in China over the past few years: whether the massive expansion of college education since 1999 has created an over-supply of graduates, or is just the beginning of the necessary transformation of the education system to meet the needs of a modern economy.

New graduates take a long time to find jobs, and their starting salaries are often of similar levels to manual laborers. But they counter with a combination of theoretical reasons not to be too concerned by these phenomena, and a more involved estimation of the financial returns to education:

 

In contrast to this common perception of too many college students, we believe that college expansion is a great policy achievement of China. If we assume that the demand for human capital is fixed in the short-run, then given the unprecedented increase in the supply of college graduates since 1999, it is not surprising that the return to college for young college graduates would decline for a time. However, in the long run, human capital investment can lead to investment in physical capital and skill-biased technological changes, which ultimately will increase the productivity of and return to human capital. In addition, regions and cities in developed nations that experience arguably exogenous shocks to the supply of human capital ultimately also experience increases in the productivity of skilled labor due to human capital spillovers. There is no obvious reason to expect that China’s case would be different in this respect.

Moreover, college expansion could well be a result of rising demand for human capital. Our analysis of data from China shows that the return to college education for the labor force as a whole has continued to rise despite the fast expansion of China’s colleges. In particular, the return for those with 5–20 years of work experience has risen from around 34 percent in 2000 to 41 percent in 2009. A possible reason is the rising demand for skilled workers driven by the influx of foreign direct investment and expansion of trade starting from the early 1990s. The high return to college education for experienced workers implies a high lifetime return (the 10-year lifespan return to college education for the year 2000 graduate cohort is as high as 42 percent), which explains why urban students flood into colleges in spite of the seemingly low short-term return.

Li and his co-authors point to some worrying evidence that the quality of higher education in China has in fact suffered as the number of students has massively expanded. They argue for decentralizing and deregulating higher education, so that universities are not mainly trying to meet government-set enrollment quotas but are instead competing to deliver a good educational experience.

A more serious problem than any over-supply of college graduates is likely to be the rather shocking under-provision of high school education for rural students, which the JEP article shows is weighing down the overall education level of China’s workforce.

Possibly the single most important of the tensions stoked up by President Trump is the rivalry between the United States and China. Economic strength will be the ultimate determinant of this struggle for the position of Top Nation.

The annual output in China is currently around $10 trillion a year, compared to the $17 trillion in America.

Over the past 30 years, the US grown at an annual average rate of 2.4 per cent, and China by 9.3 per cent. 

But a paper in the latest issue of the world-class Journal of Economic Perspectives argues persuasively that the sustainable Chinese growth rate in the medium and longer term is much lower, in the range of 3-4 per cent a year.

Hongbin Li and colleagues, based both in Stanford and top universities in China, note that growth in China since the start of the economic reforms in 1978 has been the fastest that any large country has sustained for such a long period of time. But much of this is due to the rapid transition from a centrally planned to a market oriented economy. Forty years ago, virtually no-one operated in the private sector. Now, well over 80 per cent of workers are in the private sector. This shift obviously cannot be repeated.

Closely intermingled with this has been the massive move of population from the countryside to the cities. More precisely, from low productivity agriculture to higher productivity urban economic activities. But the annual growth rate of rural-to-urban migration has declined from over 11 percent in the 15 years before 2000 to only 3 percent since then. And the growth of migration almost certainly will fall further given that rural-based surveys are finding that less than 10 percent of young able-bodied rural individuals are now living (and working on farms) in rural areas.

Until 2011, the authors point out that China enjoyed what they call a “demographic dividend”. The age group of the working population was unusually high as a share of the population as a whole. But because of what the authors tactfully refer to as “the fall in fertility” since the early 1980s, this is now declining fast. The one child policy was mainly responsible, but higher incomes also reduce birth rates.

China remains a huge and growing economy. But projections that it will overtake the US within readers’ lifetimes seem fanciful.

There is a significant gap in academic achievement between rural and urban students in China. Policymakers have sought to close this gap by improving the quality of teaching in rural areas through teacher professional development (PD) programs. However, there is limited evidence on the effectiveness of such programs. In this paper, we evaluate the impact of a PD program-National Teacher Training Program (NTTP)  and find that the NTTP has no effect on math achievement. We also find that while the program has a positive effect on math teaching knowledge of teachers, it has no significant effect on teaching practices in the classroom. Taken together, these results indicate that teachers may have improved their knowledge for teaching from NTTP, but did not apply what they learned to improve teaching practices or student learning.

Evidence from developed countries shows that there is a significant gender gap in STEM occupations. Girls may begin to underperform in math early as primary school. One possible explanation is the negative stereotype threat towards girls. However, this has been understudied in rural China. In this paper, we describe the math performance gender gap in rural China, compare the gender gap between rural and urban China, and finally compare the Chinese situation with other countries. We further examine possible explanations for the math performance gender gap from comparative perspectives. Using first hand datasets of 3,789 primary students and 12,702 junior high students in northwest China, combing with OECD 2012 Program for International Student Assessment (PISA) survey data, we find that in both rural and urban China, boys outperform girls in math. As students grow older, the gap widens. The size of the gender gap in rural China is larger than that in urban China, and larger than in many other countries. We further find that both the gender gaps in math self-concept and math anxiety and discriminatory family investment towards girls are not sufficient to explain the wide math performance gaps. Our study suggests the inequality of education in rural China still merits concern and calls for further work to explain the observed gender gap in math performance.

About the Topic: Professor Park will discuss how promotion incentives influence the effort of public employees by providing evidence from China's system of promotions for teachers. He tests a tournament model of promotion using retrospective panel data on primary and middle school teachers. Consistent with theory, high wage increases for promotion are associated with better performance. Teachers increase effort in years leading up to promotion eligibility and reduce effort if they are repeatedly passed over for promotion. Evaluation scores are positively associated with teacher time use and with student test scores, diminishing concerns that evaluations are manipulated.


About the Speaker: Albert Park is Chair Professor of Social Science and Professor of Economics at Hong Kong University of Science and Technology. He is a development and labor economist who is an expert on China’s economic development. In recent years he has published articles in leading economics journals on firm performance, poverty and inequality, migration and employment, health and education, and the economics of aging in China. He has co-directed numerous survey research projects in China including the Gansu Survey of Children and Families, a longitudinal study of rural youth. He previously held faculty appointments at the University of Michigan and Oxford University.

The Lancet reckons that 43% of under-fives in poor countries, in other words about 250m kids, will fail to meet their “developmental potential” because of avoidable deficiencies in early childhood development (ECD).

Their young brains are sensitive. In the first three or so years after birth, when up to 1,000 synapses are formed per second, they are vulnerable to trauma which triggers stress hormones. Though some stress is fine, too much is thought to hinder development. Neglect is also corrosive. Young children benefit from lots of back-and-forth dealings with adults. Research by the Rural Education Action Programme, based at Stanford University, suggests that rural children in China have “systematically low cognition”, partly as a result of being reared by grandparents who pay them little attention while parents work in cities.

Purpose

The purpose of this paper is to describe the trends in residential solid waste collection (RSWC) services in rural China over the past decade and analyze the determinants of these services using nationally representative data.

Design/methodology/approach

The authors draw on panel data from three rounds of village-level surveys of 101 villages. The three surveys were conducted in 2005, 2008, and 2012 in five provinces. The authors used fixed-effected regression approach to analyze the determinants of these services.

Findings

The results show that in the aftermath of increased investment and policy attention at the national level, the proportion of villages providing RSWC services in rural China increased significantly from 1998 to 2011. However, half of all villages in rural China still did not provide RSWC services as of 2011. Based on econometrics analysis, the authors show that villages that are richer, more populous, and villages with more small hamlets are more likely to provide RSWC services.

Originality/value

The analyses are based on primary survey data and the first to quantify trends in waste management services in the beginning of the twentieth century. The authors believe that the results will have significant policy implications for China in its continuing quest for better waste management policy.

Purpose

The purpose of this paper is to evaluate the effect of adult children migration on the health status of elderlyparents. Increased labor migration in developing countries that lack adequate social security systems and institutionalized care for the elderly is a phenomenon that is important to understand. When their adultchildren go away to work, it is not clear what effect there will be on “left-behind” elderly parents.

Design/methodology/approach

This study employs nearly nationally representative data from five provinces, 25 counties, 101 villages and 2,000 households, collected from two waves of data in 2007 and 2011. This sample comprises a subset of households which include both elderly individuals (above 60 years old) and their grown (working-aged)children in order to estimate the impact of adult child migration on the health of elderly parents in ruralChina.

Findings

This study finds that adult child migration has a significant positive impact on the health of elderly family members.

Practical implications

These findings are consistent with the explanation that migration raises family resources, which in turn may contribute to better health outcomes for elderly household members.

Originality/value

This is the first paper to attempt to identify the relationship between household migration and the health of elderly parents within the Chinese context.
